Green Jobs or gravy train - California High Speed Rail project costs out of control say lawmakers

For the last several years, the Obama Administration has promised more green jobs by approving $45 billion in federal funds to create what he and California high speed rail supporters say will create hundreds of thousand of jobs and green jobs, too.

But a closer look might surprise you, and some opponents are even saying the California taxpayers are being taken for a multibillion train ride.

California High Speed Rail Authority says California's electrically-powered high-speed trains will help the state meet heavy demands on its transportation infrastructure. First running speeds of 220 miles per hour from San Francisco to Los Angeles/Anaheim via the Central Valley, and later to Sacramento and San Diego. Then the bullet trains will travel between LA and San Francisco.

It all sounds great, but California needs those jobs today, not tomorrow. The government reports no new jobs were created in August, not one green job. New jobs numbers reveal layoffs doubled in September and hiring’s were also down.

And several Republican Congressmen like Devin Nunes (Visalia, CA), from the 21st District wants to put the brakes on the expensive train of so-called green jobs going nowhere fast.

“When you’re pouring concrete how can you call them green jobs?” said Nunes. The CHSR claims the project will create “as many as 100,000 construction-related jobs each year that the system is being built,” and lay the tracts down for potentially “for 450,000 permanent new jobs statewide,” from the economic growth of a high-speed rail over the next 25 years.
Different cost estimates have been circulated in the media, even one out today in the Los Angeles Times (more) pegs it at $95 billion, double the earlier estimate. But wait there's more figures, and higher, too.

Former chairman Curt Pringle of the California High Speed Rail Authority Board said every rail project creates green jobs and reduces carbon monoxide pollution.
Although early official reports estimate the rail project will cost around $60 billion, Congressman Nunez contends it will cost more like $145 billion dollars, when and if it's ever finished.

"My phones have been ringing off the hook from folks who live in the path where this is train will be is going to go," said Representative Nunes. "When you start looking at the homes, the business, the farms that this thing is going to cut through just here in the valley, it's going to be hugely expensive."

California High Speed Rail Authority is already planning to cut the ribbon and break ground for the rail next year, but it may only be a grounder breaker for the real debate.

Rep. Kevin McCarthy (R-Bakersfield) is introducing new legislation that freezes federal funding for the bullet train project for one year so that auditors can review its viability. Stay tuned for the next trainload of information and debates.

Sister cities will work together on development of renewable energy projects to foster economic growth

Los Angeles—The World Trade Center Association Los Angeles-Long Beach (WTCA LA-LB), a subsidiary of the Los Angeles County Economic Development Corporation (LAEDC), recently signed a memorandum of understanding (MOU) with the German city of Berlin and its clean tech business park to foster economic growth in Los Angeles County through clean technology clusters and renewable energy projects.

The MOU was signed by Vance Baugham, WTCA LA-LB president, and Christian Graff, Councilor for Economics in the Berlin borough of Marzahn-Hellersdorf. Both Los Angeles and Berlin have made significant investments in land, capital, and resources to move forward in clean technology developments.

“We are excited about the MOU between the Berlin-Marzahn Cleantech Business Park and the WTCA L.A.-Long Beach as it will serve as a prelude to our 2011 visit to Berlin and to the fostering of a long term relationship in the promotion of renewable energy technologies,” said Baugham. “While we have much to learn from our German partners in the area of clean technologies, we are confident that we will bring them insight and solutions to overcoming barriers to renewable energy expansion as well.”

“We also believe that the Berlin Cleantech Business Park will serve as a useful guide to Los Angeles in helping us develop our own clean tech industrial park. We look forward to working with them and the City of Berlin on an ongoing basis to support renewable energy usage in both Berlin and in Los Angeles County,” said Baugham.

“Los Angeles County and Berlin are at the forefront of the U.S. and Europe in developing renewable energy industries. Both communities rely on renewable sources for roughly 20 percent of their energy use, and both are just now working on the development of storage and transmissions solutions to enable significant expansion of their renewable energy industry sectors,” said Bill Allen, LAEDC president and CEO.

Germany and California have demonstrated global leadership in the reduction of greenhouse gas emissions and support the growth of the clean energy economy through public policy. This MOU marks a major step in the move toward more energy efficient, clean tech regions and preludes a delegation visit led by the WTCA LA-LB and LAEDC to the Berlin-Marzahn Cleantech Business Park in early 2011.

Wilmington, CA – More than 500 10^thand 11^th grade students from International Trade Education Programs (ITEP) academies at Banning and Carson High Schools packed into the first ever Career day event at Harbor College, Wilmington, CA. The warm student reception observed by the corporate and Government officials, who attended and made presentations, was the right formula to raise hopes to counter discouraging job prospects.

“It is good to see the work that ITEP is doing for kids that may not have any idea of what is available in the workforce for Global Trade today,” said Diana Jansson, director of Global Trade Compliance, Dole Food Company Inc., Westlake Village, CA, who spoke to the students. “I believe that these types of programs are a way to take social responsibility to prepare and expose the younger generation to the available career opportunities in the field of Global Trade.”

The event was entitled “ITEP & LA Harbor College Present GPS Your Future” and focused on preparing for job opportunities in the near future. It was sponsored by Harbor College and the Foreign Trade Association, the Port of Los Angeles and Watson Land Company.
Shortly after the career fair, Capt. George Kolarov, a guidance counselor at Banning High School, said, “The majority of students found something that tweaked their interest and gave them a few areas to dream about.”

The interactive college campus setting provided students with “real,” timely information about international careers and opportunities in the future. Planning for the event grew out of an ITEP Board discussion on the need to further help academy students to be exposed to the variety of careers related to international commerce and to develop career goals.

“In the USA, Global Trade is very young and new so our schools systems were not offering these types of credentials and training until recently,” explained Jansson, “Other countries around the world, like European countries, have been training students and doing international internship programs as part of the High School and College requirements on International Business for a long time which gives those countries a head start on the global trade process.”

Jansson also noted that in order to really know how to play the game of International Trade, “We need to know the rules, she said. “What better time to review some of the basic rules than with High School kids so they can have a bigger picture of what could be available to them besides the local business they’re expose to, on a daily basis.”

Jansson contends that by having the industry present to young students, it will push educators to expand the areas of teaching for a more in-depth curriculum of Global Trade.

Exhibits organized by ITEP and the Foreign Trade Association were staffed by some 20 companies and government agencies involved in global activities who provided the students with personal guidance as they discussed various types of skills, education and expertise sought by global firms.

The exhibitors included: APM Terminals, California Maritime Academy, Center for International Trade & Transportation (CSULB), Center for International Trade Development (El Camino), Comerica Bank, FedEx, Fashion Institute of Design & Manufacturing (FIDM), Foreign Trade Assn. , Halcrow HPA, Keesal Young Logan, Los Angeles Harbor College , LAHC Wildland Fire, Los Angeles Port Police, Matson Navigation, NYK Logistics, Port of Long Beach, Port of Los Angeles, Shell Pipeline Co., Tesoro Los Angeles Refinery, Trade Attorneys, Trucking & Freight Forwarding Firms, US Coast Guard, US Customs and Border Protection, US Commercial Service (Dept. of Commerce)

The exhibitors also offered projections regarding the types of positions expected to open-up in the next few years in maritime law, engineering, finance and maritime law enforcement. Additionally, educational institutions such as the California Maritime Academy, El Camino’s California International Trade Development (CITD), and the Fashion Institute of Design & Merchandising (FIDM) had representatives present to talk about educational opportunities open to ITEP graduates.

Later in the day, the students participated in a dozen breakout sessions to raise their awareness of the variety of potential careers in several fields, including maritime law enforcement, “green” environmental fields, non-profit careers, global logistics, careers requiring computer graphic skills, fashion design and merchandising, and hospitality and food service careers.

ITEP Fair coordinators and volunteers are already talking about planning another one for next year.

One of ITEP‘s many shining examples Francisco Franco doubled the size of his business in June

Los Angeles, CA — “Trucking runs in my family,” Francisco Franco, who started the business at 18, told Writer David Haldane, Los Angeles Business Journal (August 2-6, 2010 issue), a weekly publication that focuses on mostly business executives targeting business readers in Los Angeles.

While everyone else is laying off or cutting back Francisco Franco doubled the size of his business in June, according to the LABJ article. Franco told the writer “Franco Trucking company added two customers: LA Fashion Apparel Inc. and Elotex International Inc., both importers of clothing and fashion accessories from Asia.”

“Francisco Franco is one of many shining examples of our ITEP academies, where graduates have learned skills to not only start their own business, but they’re learning skills that land them in jobs of the future at the Port of Los Angeles and financial institutions on the East Coast,” said Carol Rowen, founder and CEO of ITEP, who just retired. “ITEP Academy students at the Port of LA International Trade Academy at Banning High School have started a recycling business in Wilmington at the Conoco Philips facility and at Tesoro Refinery collaborating with SA Recycling. The money that the students receive from the recycling business helps support academy activities, Rowen said.

Knatz, who is the first female executive director of the Port of Los Angeles, oversees the daily operations and management of the nation’s number one container port. Los Angeles – The Los Angeles County Economic Development Corporation (LAEDC) today unveiled a new economic study entitled “The Economic Implications of Low Cost DVD Rentals” which illustrates the negative impact that low cost, new-release DVD rentals could have on the Entertainment industry and the Southern California economy.

The LAEDC study, which utilizes the Redbox model of $1 DVD rentals available at the street date, shows the ripple effect of $1 billion in lost revenues to the domestic home video industry in the Southern California region – the entertainment capital of the world – would lead to an additional $500 million in reduced economic activity. The loss of motion picture production in and around Los Angeles would result in the loss of more than 9,280 jobs with annual earnings of almost $395 million, according to the LAEDC’s study.

“The economics of the motion picture industry are based on exclusive release windows which allow price differentiation - that is - some earlier transactions take place at higher price points," said Gregory Freeman, vice president of Consulting and Economic Policy for the LAEDC. "Redbox, or any other distributor that weakens the release window model, could reduce overall industry revenues. Lower revenues will likely lead to lower production activity, hurting the Southern California economy.”

Of the 9,280 jobs, more than half of the losses will occur in the Information Sector, the LAEDC found. In addition to motion picture and sound recording industries, this sector includes publishing industries, radio and television broadcasting, telecommunications industries and Internet service providers. Other industries impacted will be retail trade, accommodation and food services, health care and social assistance, professional, scientific and technical services, and manufacturing, among others.

Los Angeles— The U.S. economy "is nearing the bottom this summer" but modest growth is forecast for 2010, the Los Angeles County Economic Development Commission said in a report issued Wednesday.

In its 2009-2010 "Mid-Year Economic Forecast & Industry Outlook," the LAEDC's Kyser Center for Economic Research said difficult times would continue for the rest of 2009 and into 2010 for Southern California, the entire state and the nation.

“We think the economy is nearing bottom this summer, so the current economic news looks terrible,” said LAEDC Chief Economist Nancy D. Sidhu. "This recession officially began in December 2007 and looks like it will be the deepest downturn since the recession of 1981-1982.”

The LAEDC Forecast projects the U.S. economy will shrink by 2.7 percent during 2009 and then grow modestly -- by 1.7 percent -- in 2010. Inflation is unlikely to be a problem in the near term, declining by 0.8 percent in 2009.

The report indicates problems have deepened and will persist for the auto and housing industries, noting that conditions have drive two automakers and many suppliers to bankruptcy, while the U.S. housing sector has been shrinking for more than three years. However, the LAEDC said it appears the bottom is near for housing.

With business investment spending and U.S. exports also declining, the only sector that is growing is the federal government. U.S. economic recovery funds are beginning to appear in Southern California and their impact will grow through the rest of 2009 and 2010, the report found.

The continued economic weakness will be reflected in worsening unemployment, with the economy likely losing 5.4 million non-farm jobs for the year and the unemployment rate reaching 10.4 percent in 2010 -- the highest since 1982.

“At mid-year 2009, California too is in a serious recession, and the economic news during 2009 has been dismal,” Sidhu said.

California's housing industry should hit bottom by the end of 2009 but the recovery will be moderate at best, the LAEDC said. The state’s non-farm employment will fall by 694,100 jobs in 2009 and the unemployment rate will average a painful 11.6 percent.

While the state's housing sector remains in a very depressed state, the retail sector is also being hammered, with sales expected to decline by 12 percent in 2009, following sales declines in both 2007 and 2008.

Jack Kyser, the founding economist of the Kyser Center for Economic Research, said the five Southern California counties will continue to suffer in 2009.

“Job losses will continue in construction, manufacturing, retailing and leisure and hospitality services," he said.

With retail stores of all types continuing to close, the impact is being felt in such other areas as the apparel industry, which is undergoing a change in its business model as store closings reduce the number of potential customers, Kyser noted.

The motion picture/TV production industry is negatively affected by eroding broadcast network audiences and a growing concern for cost containment. The region is also suffering from erosion of in-state feature film production.

“This is not good news for below-the-line workers or the multitude of small suppliers to the industry,” Kyser said.

International trade activity at the region’s ports and airports will continue to decline.

With defense spending set to slow and profit-starved airlines reducing orders for new planes, the Southern California aerospace industry will continue to face difficult challenges in 2009 and 2010.

LOS ANGELES -- California Governor Arnold Schwarzenegger on Monday launched the California Green Corps (CGC) to promote the state's emerging green economy.

The CGC, part of the state's efforts to utilize federal economic stimulus funds and public-private partnerships for green jobs training, will place at-risk young adults aged 16-24 into jobs in California's emerging green economy, Schwarzenegger said in a statement.

"President (Barack) Obama and I share similar priorities right now when it comes to helping the economy rebound and creating a greener California and America," said Schwarzenegger. "In California we will utilize federal economic stimulus funds and public-private partnerships to help stimulate our economy while initiating actions to improve our environment."

The governor said green jobs are exactly what the economy and environment need right now, and the CGC targets that need while helping at-risk young adults realize a brighter future.

Investing at least 10 million dollars in federal economic stimulus funding from the U.S. Department of Labor and an additional 10 million dollars from public-private partnerships, the initial phase of the CGC will consist of a 20-month pilot program reaching at least 1,000 of California's at-risk young adults, according to the statement.

The program will consist of a minimum of 10 regional Green Corps throughout the state, with at least one regional Green Corps located in each of California's nine economic regions. All programs will be public-private partnerships that include green job training, a stipend, an educational requirement and community service, the statement said.

To help ensure the success of the Green Corps, it will be housed under California Volunteers, an agency in a unique position to leverage federal economic stimulus funding and to work with public- private partnerships and across state agencies, said the statement.

This program furthers the goals of California's Green Collar Jobs Council which was created when Schwarzenegger signed Assembly Bill 3018 in September 2008. The Council is charged with developing a comprehensive approach to address the workforce needs associated with California's emerging green economy.

Los Angeles, CA – The California Labor and Workforce Development Agency has announced the appointment of Barry R. Sedlik to chair the California Green Collar Jobs Council. The formation of the Council stems from last year’s passage of former Speaker Fabian Nunez’s bill, AB 3018.

“I look forward to working with the Council and stakeholders across California to build upon the great advantages California has already achieved in advancing green industries,” said Sedlik. “Devising a strategy to expand sustainable green jobs is a critical task in the current economy. We need to make sure these jobs provide a springboard for future careers and are not just one-time jobs in response to a short-term economic stimulus."

Describing the charge of the Council, Governor Arnold Schwarzenegger said, “The Green Collar Jobs Council will work with leaders in education, workforce development and business throughout the state to ensure California is on the leading edge of the new green economy - and able to meet the job demands it brings.”

California is expected to receive its share of the $838-billion economic stimulus package, which is before Congress. A sizeable portion is expected to focus on green job training and workforce skills in support of infrastructure projects, renewable energy development, and energy innovation. Sedlik has already met with dozens of representatives from local job resource centers and state and local agencies that attended a symposium held in Irwindale, CA on job development sponsored by the Los Angeles County Workforce Investment Board.

The Green Collar Jobs Council is tasked with understanding the current and future workforce needs of the Green/Clean economy, developing a comprehensive strategy to prepare California’s workforce to meet the needs of businesses supporting the economy and ensure that efforts aimed at improving worker’s skills are coordinated and effective.

The Green Collar Jobs Act, signed into law by Governor Schwarzenegger on September 26, 2008, establishes the Green Collar Jobs Council under the California Workforce Investment Board (CWIB). The CWIB is charged with developing a comprehensive workforce development plan for the State as described in the Workforce Training Act of 2008 and with federal responsibilities outlined in the Workforce Investment Act of 1998. The first meeting of the Council is Wednesday, February 11, 2009 in Sacramento.

Green Collar Jobs Council Launches Blog

Chairman Barry Sedlik of the Green Collar Jobs Council announced today the launching of a new blog Online to keep the public, reporters and Green public-private partners up to date on the newly

created California council.

California stands in line to receive its chunk of a $838-billion economic stimulus package, which is before Congress. The funds are expected to go for energy innovation, and money for highway construction and other infrastructure projects.

But Sedlik told about 80 representatives from local job resource centers and state and local agencies that attended a symposium last month at the Southern California Edison's Customer Technology Application Center, deemed "Meeting of the Minds" by its sponsors at the Los Angeles County Workforce Investment Board.

"My biggest concern is that a green job becomes a bridge to nowhere," Sedlik told the Pasadena Star News. "We need to make sure these are sustainable jobs and not just jobs in response to a short-term economic package." For the full article by Ryan Carter visit:
